Speaking the lingo - or not, as the case may be

Just back from Amsterdam. Yet again, so envious of the language skills that Dutch people display seemingly so effortlessly. There we are in a shop and the assistant switches from Dutch to English to Dutch again - one sentence in each language without a pause! The question is obvious: why are the British so poor at languages? (Real question: why am I so poor at foreign languages?) How do Dutch schools teach foreign languages and can we learn something from them?
